The U.S. House of Representatives is scheduled to hold a final vote on the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 on September 16. Because this article will be submitted for publication only a few hours beforehand, the outcome is not known. For now, we can only hope the bill passes and becomes law.
On September 14 and 15, the legislation passed two procedural hurdles to advance to the final vote in the House. Speaker Mike Johnson’s (R-Louisiana) decision to bring it up was to force a vote before the House recesses on September 17. This would allow Members of Congress more time to campaign before the November midterm elections. The House will not return until after the elections. With a Congressional Resolution (CR) in place to fund the government until December 11, there is time. However, with Russia’s terror bombing campaign reaching a fever pitch and winter approaching, Ukraine and friends of Ukraine can’t wait.
